Introduction to London arrangements
Since 2014, Multi-Agency Child Exploitation (MACE) arrangements in London have been supported by a formal protocol that continues to evolve in response to emerging risks and developments in safeguarding practice.
The London Multi-Agency Child Exploitation (MACE) and Harm Outside the Home Protocol (5th Edition) provides the framework for how agencies across London work together to identify, assess and respond to child exploitation, violence and other forms of harm outside the home through a coordinated, child-first approach
Key changes
The fifth edition reflects developments in adolescent safeguarding and places greater emphasis on partnership accountability, harm outside the home, intelligence-led decision making and strategic oversight.
The protocol has also been streamlined, with detailed practice guidance, tools and procedures now available through Safeguarding Adolescents in London (SAIL) and the London Safeguarding Children Procedures.
- Stronger governance and accountability through Local Safeguarding Children Partnerships (LSCPs).
- Introduction of Strategic Risk Outside the Home (STROTH) meetings to strengthen strategic oversight and partnership response.
- Greater focus on harm outside the home and the contexts where exploitation occurs.

- Requirement for partnerships to use intelligence and analytical support to understand emerging risks.
