The LIIA data & intelligence team supports the Commissioning & Resources priority though the creation and dissemination of various data products.

Currently available Commissioning Dashboards
Pan-London Dynamic Sufficiency Tool (DST)
Originally launched by the Commissioning Alliance in 2023, the DST has been hosted and further developed by LIIA since August 2024. Intended to grant London’s Commissioners with meaningful insight to support commissioning and strategic planning, this interactive tool uses data collected from all 33 London councils through the LIIA Child Level Data Project, combined with Ofsted provider data.

Top 20 Cost Placements in London – 2025 Survey
This dashboard presents the results of a 2025 survey to gather information on the top 10 most costly placements in each London local authority. As well as providing transparency over the high costs all councils are now funding, the dashboard is intended to provide more detailed insight into London’s high needs cohort, and to support work around ASD/SEMH.

Specialist Provider ID Tool
This dashboard was produced by MIME Consulting on behalf of LIIA. It provides a tool to support the commissioning of SEND places across London, and is now hosted by LIIA. Using a selection of public data sources, this tool allows users to see different types of specialist provision available in and around London. Dropdowns can be used to filter by location, school phase, provider type and primary need specialism, and hovering over the provider allows a more detailed view including inclusion outcomes and workforce data.

Upcoming Projects
The space below outlines some of our ongoing and upcoming projects.
INMSS Review and ASD/SEMH Horizon Review
LIIA have commissioned Newton to support two areas of work within the SEND commissioning space.
The Independent and Non-Maintained Special School (INMSS) Collaborative Commissioning Review – through mapping existing collaborative and engaging with commissioners, service users, parent/carer representatives and providers, Newton will identify gaps and assess the case for strengthened pan-London or sub-regional commissioning arrangements.
The Autism Spectrum Disorder (ASD) / Social, Emotional and Mental Health (SEMH) Horizon Review will undertake a high-level analysis of sufficiency planning across London, reviewing pressures and projected need. They will advise on opportunities for shared intelligence, forecasting, joint commissioning and improved system planning over the next 5-10 years.
