Making Data Speak for London’s Children: SEND
The LIIA data & intelligence team supports the SEND priority though the creation and dissemination of various data products, ultimately led by the ALDCS SEND Steering Group.
This pages provides an overview of the data products which are currently available to support SEND work, as well as outlining ongoing and upcoming projects.
Some of the below dashboards are available in our Public Data Area – where this is the case, the direct link to the dashboard is provided below. Other dashboards contain confidential data and can only be accessed via the members’ area. To access these, please register for an account and navigate to the members’ area. Please note that access to these dashboards is via a secure link to the Power BI app; please contact one of the members of the team in the Contact Us box below if you require access.

Currently available SEND Dashboards
SEND Data Dashboard
Our SEND Data Dashboard is publicly available on the LIIA website. It has been produced using a range of published Department for Education datasets including SEN2 and school census data. It contains data about the whole EHCP process, including requests, assessments, timeliness, issued plans, ceased plans, and tribunals, as well as information about the characteristics and placements of children with EHCPs. It also visualises data about the SEND cohort in schools (both EHCPs and SEN Support), including their characteristics, their attendance, attainment, and destinations.

Relevant to: all SEND professionals, including Directors of Children’s Services, Directors of Education, SEND Heads of Service, Performance Analysts, Commissioners, Finance Leads and Health colleagues.

Outcomes for Children in Need Dashboard
Our Outcomes for Children in Need dashboard is publicly available on the LIIA website. It has been produced using published Department for Education data. Several pages in the dashboard highlight the intersection of children in need and children with special educational needs (both EHCPs and SEN Support).

Relevant to: SEND and Social Care professionals, including Directors of Children’s Services, Heads of Service, and Performance Analysts.

Specialist Provider ID Tool
This dashboard was produced by MIME Consulting on behalf of LIIA. It provides a tool to support the commissioning of SEND places across London, and is now hosted by LIIA. Using a selection of public data sources, this tool allows users to see different types of specialist provision available in and around London. Dropdowns can be used to filter by location, school phase, provider type and primary need specialism, and hovering over the provider allows a more detailed view including inclusion outcomes and workforce data.

Relevant to: all professionals involved in the commissioning of placements for children with SEND, including commissioners, finance leads and SEND Heads of Service.

Disproportionality in Education Dashboard
Our disproportionality dashboard aims to highlight differences in educational outcomes for children and young people belonging to different ethnic groups. It uses published Department for Education data to compare a range of inclusion and attainment measures, and includes pages on young people with special educational needs (EHCPs and, separately, SEN Support).

Relevant to: all SEND and education professionals, particularly those with strategic responsibilities including Directors of Children’s Services, Directors of Education, and Heads of Service.
This data is available through the members’ area, which requires a login.
Quarterly SEND Dashboard
In Q4 2025-26 LIIA started a SEND quarterly data collection where local authorities provide a range of SEND-specific data items, from requests for assessment through to details of the placements of children with active EHCPs, to encourage benchmarking and sharing of good practice. The initial Q4 data collection was voluntary, with 8 local authorities choosing to submit their data. All local authorities will begin to return data for Q1 2026-27.

Relevant to: Directors of Children’s Services, Directors of Education, Data Analysts and LA Performance Leads seeking to understand their ECHNA and EHCP process in context.
This data is available through the members’ area, which requires a login.
LIIA has also been consulting with Data to Insight and the other Regional Innovation and Improvement Alliances (RIIAs) across the country regarding the creation of a national SEND dataset.
Ofsted Inspection Outcomes Dashboard
Our Ofsted Inspection Outcomes dashboard shows the Ofsted inspection outcomes for local authorities, including both ILACS (Inspecting Local Authority Children’s Services) framework and the SEND framework. This data ultimately comes from the Ofsted website. It also shows who is likely to be inspected next (based on time since last inspection), as well as ongoing and recently-announced inspections.

Relevant to: SEND and social care professionals, particularly those with strategic responsibilities including Directors of Children’s Services, Directors of Education, and Heads of Service.

D2I SEN2 Visualisation Tool
LIIA commissioned Data to Insight (D2I) to develop a tool using PATCh infrastructure which allows local authorities to upload their SEN2 xml files to see this visualised using graphs. It presents data on all key SEN2 modules and KPIs, including requests, assessments, mediations/tribunals, timeliness, named plans, active plans, reviews, and phase transfers. It also has drill-down functionality to focus on specific children, or groups of children with selected characteristics. The tool runs in your web browser and does not send any data back to a server, meaning this is a secure way to visualise SEN2 data.
Relevant to: data and performance analysts responsible for the SEN2 statutory return.
The tool can be accessed through the D2I website, by navigating to ‘PATCh’ tools and scrolling down to the ‘SEN2 Drill Down’ tool.
Upcoming Projects
Data work within the SEND space is continuing at pace. The space below outlines some of our ongoing and upcoming projects.

Child-level Data Project: SEND Dashboard
The child-level data (CLD) project is an ambitious project which uses existing structured datasets produced by local authorities to produce sophisticated analysis. You can read more about this project here. LIIA has now collected child-level data from a number of statutory data returns, including the annual SEN2 return. This very rich data will allow for the generation of new insights which can help local authorities and SEND partnerships to better meet the needs of the children in their areas and to identify opportunities for collaboration and new ways of working.
INMSS Review and ASD/SEMH Horizon Review
LIIA have commissioned Newton to support two areas of work within the SEND commissioning space.
The Independent and Non-Maintained Special School (INMSS) Collaborative Commissioning Review – through mapping existing collaborative and engaging with commissioners, service users, parent/carer representatives and providers, Newton will identify gaps and assess the case for strengthened pan-London or sub-regional commissioning arrangements.
The Autism Spectrum Disorder (ASD) / Social, Emotional and Mental Health (SEMH) Horizon Review will undertake a high-level analysis of sufficiency planning across London, reviewing pressures and projected need. They will advise on opportunities for shared intelligence, forecasting, joint commissioning and improved system planning over the next 5-10 years.
INMSS Data Collection
Following MIME’s report ‘Developing a new model of care for children and young people in London‘, LIIA have commissioned MIME to progress some of the data-focused recommendations, most notably testing and refining an independent and non-maintained special school (INMSS) data collection tool to facilitate collaborative commissioning. The data will be presented in a Power BI dashboard for commissioners.
Data Playbook
To support colleagues at all levels to use our data products to effectively inform their practice, we will be producing a ‘data playbook’ including practical guidance on how to navigate the guidance as well as helpful prompts to guide your exploration of the data.
