
London Regional Care Cooperative
London’s has been successful, securing £1.7 million of Department for Education funding to support the next phase of development and implementation in establishing a pan-London Regional Care Cooperative (RCC) .
The programme will bring together all 32 London boroughs and the City of London to strengthen how care is planned, commissioned and delivered across the capital.
London’s RCC is supported by Tim Aldridge (DCS Camden), Jonathan Williams (DCS Sutton), Robert South (DCS Ealing), Tara Geere (DCS Havering) and Alasdair Smith (DCS Southwark) and reports to ALDCS and the LIIA Board.
Regional Care Cooperatives were first introduced in the 2022 Independent Review of Children’s Social Care, led by Josh MacAlister. These regional bodies were envisioned to bring commissioning together across wider regions, giving local authorities greater purchasing power and improving market management in the context of limited sufficiency and rising costs.

Our six priority areas
Family Placements – Reimagine fostering to increase the number and proportion of our cared for children living in family placements
Residential Care – Boost London’s residential care capacity, keeping children local and increasing quality
Disproportionality – Understand and address the causes of disproportionality in our cared for children population
One Customer Approach – Commissioning and quality assurance arrangements that deliver our ‘One Customer’ approach
Data – Evidence based commissioning underpinned by our Dynamic Sufficiency Tool
Workforce – To deliver better outcomes for cared for children by building and sustaining a skilled, sufficient and effective team of professionals and carers
Delivery of a Pan-London RCC, through a Hub and Spoke delivery model which emphasises the role of sub-regional delivery alongside pan-London co-ordination.
The RCC operates through a hub and spoke model, with the central RCC team based within LIIA providing strategic leadership, coordination and oversight, while delivery is undertaken through sub-regional teams embedded within local areas, enabling support to be tailored to local needs and contexts.

Dynamic Sufficiency Tool
The Dynamic Sufficiency Tool provides London Local Authorities with secure access to child-led data through an interactive platform that gives commissioners a wide range of meaningful, real-time insights. It supports stronger commissioning decisions and more informed strategic planning to better meet the needs of children and young people.
